We’re looking for an Assistant Director of Housing Development to join our senior leadership team and drive transformational housing growth across Manchester. This is your opportunity to influence the future of the city, leading major developments, managing high-impact investment vehicles, and delivering inclusive, sustainable neighbourhoods that support economic growth and social equity.
As Assistant Director you will lead the Housing Development service and a team of dedicated professionals. You will guide investment strategy across housing types and oversee key capital programmes and the council’s housing investment vehicles including Matrix Homes and This City.
It will be vital to drive collaboration with partners including Registered Providers, developers, health and care services, and Greater Manchester bodies. You will also lead the Strategic Housing Board and shape the policy environment at local and national levels.
This is a complex and high-profile role requiring significant leadership experience in housing development or regeneration, which could come from within a public or private sector setting.
We’re looking for a strategic thinker with excellent political awareness who will also have a deep understanding of housing policy, planning, investment, and partnership working.

The role is key to delivering our Housing Strategy – constructing 36,000 new homes (10,000 affordable) by 2032. Housing sits at the apex of the city’s economic and health inequalities; a key element of the job will be unlocking the provision of new specialist and accessible accommodation that addresses the issues identified in our Anti-Poverty Strategy, how we Make Manchester Fairer and reach our climate change targets.
The City Council has significant resources and tools at its disposal to address these issues, an active land disposal programme, wider estate regeneration projects, operational joint ventures and housing investments along with a strong and effective housing partnership with 18 key registered providers.
Our housing challenge is huge but at Manchester we aren’t afraid to tackle big issues and guide the future of the city to address change.
